Dennis Daugaard, the governor of South Dakota, is coming to San Diego County to recruit disgruntled businesses to move to his state.

He's meeting with a few dozen CEOs Dec. 9 to tell them that there are no corporate, death or personal income taxes in his state, and that the tax climate there is conducive to encouraging healthy expansion.

In an interview, Daugaard said he'll bring this message: California's multibillion-dollar budget deficit and litany of anti-business measures, ranging from workers' compensation and higher taxes to utility rates, are making it difficult for companies to turn profits in the state, so why not consider South Dakota?

"The tax climate is considerably different," said Daugaard, a Republican who was elected to the state's top political job in 2010. He runs a tight fiscal ship, having cut tens of millions of dollars from the budget to get it balanced this summer. "There's a compelling argument. Pulling up stakes and moving thousands of miles, that's something one doesn't do without lots of forethought."
